			<content:encoded><![CDATA[<p>BANGKOK, Dec 29 (TNA) &#8211; Public Health Minister Witthaya Kaewparadai announced his resignation Tuesday to take responsibility for ‘management flaws’ in his ministry&#8217;s projects under the Bt86 billion Thai Khemkhaeng (Strong Thailand) stimulus package.</p>
<p>Mr Witthaya told reporters after meeting with Prime Minister Abhisit Vejjajiva early Tuesday morning at Government House that no funds designated for ministry projects were held back, untransferred, from the projects, “not even a single baht,” so the public should not worry as no corruption had happened.</p>
<p>The minister said he did not want to be out of step with public feeling, and decided to resign from his post to take responsibility for ‘management flaws’ in ministry projects.</p>
<p>Mr Wittaya said he would submit his resignation letter to the prime minister on Wednesday with immediate effect. He asserted that during his one year of service as minister he performed his duties honestly.</p>
<p>However, Mr Witthaya said after resigning from the post, that he would remain on duty as a member of parliament. As for his deputy Manit Nop-amornbodi, who was mentioned in the investigation report, Mr Witthaya said it was up to Mr Manit as to whether he would resign or not.</p>
<p>The government-appointed committee investigating alleged corruption in ministry&#8217;s Bt86 billion procurement projects, said earlier that it found signs of irregularities in disbursements of the funds, and advised a review of all projects.</p>
<p>Dr Banlu Siripanich, former permanent secretary, heading the inquiry panel, told a news conference Monday that evidence, both documents and witness testimonies, showed a high probability that politicians and senior ministry officials were involved in unusual procurement of medical equipment under the Bt86 billion Thai Khemkhaeng (Strong Thailand) stimulus package.</p>
<p>Dr Banlu said the funding was mobilised to build facilities and buy medical equipment and also focused on urban areas instead of rural areas. The budget allocations for hospital construction were skewed in favour of some politicians&#8217; selected constituencies.</p>
<p>Several procurement schemes for medical supplies were found to be not only overpriced but unnecessary, he said.</p>
<p>Dr Banlu said loopholes were possible because present and former public-health bureaucrats had failed to ensure transparency. The government budget was used inefficiently because of the negligence of senior ministry officials.</p>
<p>The former permanent secretary said Public Health Minister Witthaya could not avoid personal responsibility over these management flaws.</p>
<p>Meanwhile, Mr Manit, who has no involvement in the scheme, intervened to seek too high an allocation of funds to his own parliamentary constituency by exerting pressure on bureaucrats and is believed likely to be involved in the irregularities in an ambulance purchase project which was found to be overpriced.</p>
<p>Dr Banlu said the inquiry panel had advised the government to review the ministry&#8217;s plan, as well as further investigation of all involved government officials, both those who still working and retirees.</p>
<p>Politicians involved in the corruption should face action under the nine strict rules Mr Abhisit announced when he took office on how his ministers should conduct themselves. (TNA)</p>

			<content:encoded><![CDATA[<p>BANGKOK, 20 November 2009 (NNT) – The Ministry of Public Health aims to treat at least 300,000 drug addicts in 2010 by encouraging the participation of people in the community.</p>
<p>The Minister of Public Health, Mr Witthaya Kaewparadai, said the ministry had a target to treat at least 300,000 drug addicts in 2010, a 3-fold increase from the previous target of 105,000. The new scheme will concentrate more on the involvement of public health volunteers in each community who will assist drug addicts in receiving proper treatment.</p>
<p>The ministry has stipulated a 5-point defensive strategy against narcotics, namely (1) borderline watch: to stem cross-border drug trafficking (2) community watch: to encourage locals’ participation in drug soloutions including treatment (3) society watch: to urge people in the community, especially those in student dormitories to keep a watchful eye on addicts (4) family watch: with family members helping provide spiritual support, guiding addicts to physical and medical treatment and (5) school watch: by recruiting teachers’ help in monitoring the drug situation.</p>
<p>According to the Medical Department, most patients being treated are those addicted to amphetamines, followed by cannabis, ecstasy and inhalants. The majority of the addicts are in the age range of 15-24. The youngest found is a 9-year-old amphetamine addict. The Department found that 20% of Thai women are currently drug addicts, an increase of 10%. 55% of the addicts are in Bangkok and its perimeter and 30% are in the South.</p>

			<content:encoded><![CDATA[<p><span style="color: #333333;">BANGKOK, 30 July 2009 (NNT) – The Public Health Ministry will distribute Oseltamivir to private medical clinics on Monday in order to be prescribed to the infected patients free of charge.</p>
<p>Public Health Minister Mr.Witthaya Kaewparadai said after the meeting that Oseltamivir would be urgently distributed to private medical clinics.</p>
<p>The participating clinics were required to comply with the ministry’s condition. The prescription would be written completely by the Epidemiology Office on behalf of private clinics on Sunday, and then Oseltamivir would be distributed on Monday under the control of the Disease Control Department.</p>
<p>The drug would be distributed to local provinces by Provincial Public Health Office, District Hospitals, while the distribution in Bangkok would be operated by the Bangkok Metropolitan Administration (BMA). The Minister emphasized that the clinics could not charge for the drugs because they were supplied by the Government.</p>
<p>He added that from this Friday to Sunday, Provincial Public Health Offices nationwide would organize meetings with doctors in order to have the same criteria of drug distribution. </span></p>

<p>Public Health Minister Witthaya Kaewparadai stated that the baby was born prematurely as the 26-year-old mother was infected with H1N1 flu virus and gave birth only seven months into her term but the conclusion had not yet been reached on how the baby contracted the virus, either through the mother&#8217;s amniotic fluid or the umbilical chord.</p>
<p>The minister said pregnant women were considered as a risk group but currently it was unnecessary for the Ministry to come up with any new measures. </span></p>

			<content:encoded><![CDATA[<p><span style="color: #333333;">BANGKOK, 16 June 2009 (NNT) &#8211; Public Health Minister Witthaya Kaewparadai assured that the A (H1N1) had no severe effect while preparing to call a meeting with physicians nationwide to acknowledge the new unified strategies to cure virus infected people.</p>
<p>Mr. Witthaya reiterated that the symptoms of Influenza A (H1N1) were similar to ones of annual flu, according to the academic information. He stated the virus had no severe effects and had caused a low rate of casualties. He added that some patients could recover naturally within three to four days without taking drugs.</p>
<p>In terms of the virus control, the Public Health Minister pointed out that the Ministry had asked infected people with mild symptoms to rest at home, drink large amounts of water, and eat nutritious foods. To prevent the virus transmission, he urged the people to wear masks and frequently wash their hands especially after coughing or sneezing. For those patients with high fever or strong cough, he suggested seeing physicians.</p>
<p>He elaborated that the Ministry had cooperated with experts from the Faculty of Medicine of Ramathibodi Hospital, Siriraj Hospital and Chulalongkorn Hospital in approving the diagnosis and the medical cares for the flu infected patients in order to be in line with the development of the virus. The concluded measures would be used by health personnel nationwide as guidelines for giving medical treatment.</p>
<p>The Ministry will call a meeting with medical doctors in both public and private hospitals across the country on June 16 to make known to them the new strategies to cope with the spread of the virus, he said. He also asked the people to be confident in physicians’ capabilities to take care of infected patients. </span></p>

			<content:encoded><![CDATA[<p><span style="color: #333333;">BANGKOK, 11 June 2009 (NNT) – An additional 30 people in Thailand have been pronounced infected with the Influenza A (H1N1) today, causing the total number of confirmed cases to skyrocket to 46.</p>
<p>On top of yesterday’s total of 16 cases of the A (H1N1) infection, Public Health Minister Witthaya Kaewparadai announced that 30 more cases had been confirmed today, raising the sum to 46. The minister said 5 of the new cases were among the suspected patients under quarantine while 21 were found in Pattaya, Chon Buri province, and the other 4 were private school students.</p>
<p>Mr. Witthaya stated that the A (H1N1) virus was reported to be spreading in various areas throughout the country, thus probably leading to a continuous rise in the number of flu-infected patients later on. However, he urged the public not to panic and cooperate with the authorities in preventing the spread of the disease. The Public Health Ministry has also instructed all schools to impose precautionary measures to jointly prevent the virus transmission among students and to report any possible case of infection for prompt examination and treatment.</p>
<p>Since the majority, or 90 percent, of patients infected with the A (H1N1) virus were recorded experiencing only mild symptoms and fully recovering from the illness with proper medication, Mr. Witthaya pointed out that the disease was not as dangerous as many feared. He then encouraged the public and all schools nationwide to follow up the ministry&#8217;s instruction on the prevention against the Influenza A (H1N1) at www.moph.go.th. </span></p>
