BANGKOK, 23 June 2011 (NNT)-Mr. Suwit Khunkitti, Head of Thai delegation in the 35th World Heritage Committee Meeting, has refused to accept the area management plan around Preah Vihear temple proposed by Cambodia, claiming that the content in the plan is incorrect.

After meeting with the Director of the International Centre for the Study of the Preservation and Restoration of Cultural Property in the WHC conference, Mr. Suwit explained that Cambodia had intentionally encroached on Thai territory in its area management proposal.

Mr. Suwit further explained that Thailand had always been helpful to Cambodia. This includes the genocide and the civil war which saw millions of Cambodians fleeing violence into the Thai territory. According to him, this shows that Thailand has no intention to invade its neighbor’s territory.

Following his refusal to accept Cambodia’s proposal, the Director of the ICCROM needs to review both Thai and Cambodian area plans and come up with middle ground solution that both nations could agree on.

After discussing with JETRO representatives, Federation of Thai Industries (FTI) Chairperson Payungsak Chartsutipol said JETRO confirmed that Japanese investment in Thailand would not get affected as most of it is a long-term plan. He believed Japan would continue to be a giant investor in the Thai market.

The chairperson added that JETRO expressed confidence that the strong spirit of Japanese people would enable them to go through this crisis.

The powerful tsunami devastated the northern part of Japan after an 8.9-magnitude quake rocked the country on 11 March 2011. At least 1,000 people are presumed dead.

Mr Payungsak added that Thai business people should discuss and show their willingness to assist Japanese people in some ways such as collecting donations although Japan had not requested anything from the Thai side so far.

Mr Suwit stated that UNESCO Director-General Irina Bokova had proposed to send in UNESCO representatives to collect information about Thai-Cambodian border clashes near the Preah Vihear Temple.

The minister voiced his concerns on behalf of the Thai government about the safety of UNESCO representatives since the situation along the Thai-Cambodian border remained intense.

Mr Suwit also expressed his disagreement if UNESCO representatives would come to interfere with the border demarcation. He reasoned that the issue should remain to be solved bilaterally between Thailand and Cambodia.

The minister admitted that at present he still does not know whom UNESCO representatives will be and what will be done in the disputed border zone upon the visit. He said the Thai government would be able to make official comments on the visit only after UNESCO provided it with detailed information.

BANGKOK, 29 January 2010 (NNT) – Thailand cooperated with Japan to invest in craft paper business in Vietnam worth six billion THB, due to the rising trend of the business at 10% per year.

Mr Chaowalit Eakabut, the Managing Director of SCG Paper stated that Vietnam currently was a very interesting investment venue, following its GDP growing rate at 5% along with its government supports, particularly in paper business with a growth rate of 10% per year, or 100,000 tons a year.

With the economic expansion, Vietnam required higher volume of papers. In 2009, the use of papers was 920,000 tons, while this year, the use tended to rise to a million ton. SCG Paper, therefore, joined hands with Renko Company in Japan to set a factory called Vina Craft Paper in Vietnam. It was the biggest craft paper manufacturer with an investment of six billion THB.

Mr Chaowalit said that the production capacity of the factory was 220,000 tons a year, or 600 tons a day. The actual production presently was at 500 tons per day, he expected that by next year the factory could produce at its full capacity. The manufacturer had also used the eco-technology to control the impacts from water and air pollution.

The company also planned to export the products to Cambodia and the Philippines. The products would be used to produce the packaging in several industries such as food and drinks, cloths and shoes.

Mr Chaowalit reiterated that investing in Vietnam led to the development of packaging industry to be the leader in ASEAN in the future. The project could enhance industrial standard in Vietnam and encourage sustainable economic development in ASEAN as well.

The news about a CIA secret prison in Thailand reported by foreign press has emerged again last week. Many sides speculate that the report, written by The Washington Post, was publicized due to the consensus by ASEAN Foreign Ministers to set up a human rights body.

After the ASEAN Foreign Ministers reached the consensus, The Washington Post publicized an exposé of human rights violations in Thailand. The newspaper said the CIA had a secret prison in Thailand for interrogating suspects by torturing them.

According to the exposé, published on 19 July 2009, the newspaper reported that the US Senate Intelligence Committee was inspecting whether the CIA set up the secret prison in Thailand in 2002 to detain Al-Qaeda terrorist suspects after the 9/11 attack. The newspaper claimed the suspects had been interrogated with violent methods.

Thai Prime Minister Abhisit Vejjajiva and Foreign Minister Kasit Piromya strongly opposed The Washington Post’s article, saying that there was no such prison in Thailand. The PM said he had discussed with security units about the matter while the Ministry of Foreign Affairs pledged to investigate the origin of the secret prison news story. If the ministry can prove that the newspaper’s report was groundless, it is possible that the rumors of the CIA secret prison in Thailand were spread by ill-intentioned people to tarnish the country’s image. There is also a possibility that the rumors were aimed at discrediting ASEAN and Thailand in terms of human rights.

Thailand, as the incumbent Chair of ASEAN, needs to show its potential to lead ASEAN by clarifying the issue of secret prison to the international community and showing evidence to support its argument. It is also necessary for Thailand to show the international community that the nation strictly abides by the UN’s Geneva Convention Relative to the Treatment of Prisoners of War and other international human rights treaties.
