			<content:encoded><![CDATA[<p>The Airports of Thailand (AoT) says Suvarnabhumi Airport will not be affected by the northern run off with the 3.5-meter-tall dyke surrounding the airport and the situation being monitored 24 hours.</p>
<p>In his 2nd press conference since the flood situation, Acting AoT President Mr. Somchai Sawasdeepon said Suvarnbhumi Airport has already had an effective flood prevention plan in place and there is no need for public concerns. The water levels around the airport have been constantly monitored and the current height has decreased to 43 centimeters due to the airport’s effective draining system.</p>
<p>The AoT has coordinated with the Department of Highways and the Department of Rural Roads in increasing the height of the 23.5 kilometer earthen dyke surrounding the airport, and increasing the capacity of nearby canals in Lat Krabang district which will be useful in releasing the torrent to the Chao Phraya. The dyke will be constantly watched and will be reinforced to maintain its strength.</p>
<p>With 8 water pumps, the airport is able to drain as much as 1 million cubic meters of water per day. The Department of Royal Irrigation has provided support to the AoT in keeping the 24 hours surveillance on the water level around the airport compound.</p>
<p>The AoT has also been checking the daily weather forecast with the Meteorological Department to make sure the situation is under control. Mr. Somchai is confident that the airport will be safe from flooding. Moreover, no flights have been canceled and that the number of passengers arriving to Suvarnabhumi Airport has remained the same.</p>

<p>U.S. Ambassador to Thailand Kristie Kenney, together with US-ASEAN Business Council President Mr Alexander Feldman and American businessmen, met Prime Minister Yingluck Shinawatra to assure that the United States would continue its investment in Thailand and was ready to give the Thai government support to the flood victims. Believing that the Thai government is able to solve the current flood crisis, the U.S. expressed sympathy for Thai flood victims while insisting on its role as the long-term business partner of Thailand and would absolutely not move its investment and production bases to other countries.</p>

<p>The President added that banks would be opened in the areas with receding flood waters; however, if they can’t open for services; bank executives will coordinate with other branches to try to get the service in operation for the people.</p>
<p>Mr. Chartsiri said the damage could not be estimated for the time being; however, the bank will continue to care for the financial situation of flood victims. 277 banks have now resumed their services while 2,500 ATM machines have been severely damaged in the inundation.</p>

<p>After a meeting with the committee responsible for the arrangement of the BOI Fair 2011, BOI Secretary-General Atchaka Sribunruang stated that since the flood problem had prompted a need to reschedule the fair, the committee resolved to seek Prime Minister Yingluck’s decision as to when the event would be held. However, the Secretary-General insisted that it should not be later than January next year as huge losses would be incurred.</p>
<p>So far, the setting up of 84 display pavilions within the BOI Fair has progressed by 80 percent while the value of investment has reached 1.5-1.7 billion THB.</p>
<p>Moreover, since the new date has not been set, it becomes difficult to reserve the current venue, which is IMPACT Muang Thong Thani, for the fair as the exhibition center is usually fully booked all year round. At the same time, a change of venue cannot be made, considering the level of preparedness at present.</p>
<p>Ms Atchaka also revealed that a number of participating investors, such as Honda and Cannon, had turned their attention to the rehabilitation of their factories, which had been devastated by floods.</p>

<p>BOI Secretary-General Atchaka Sriboonruang said the November 10-25 fair may have to be put off by at least two months after which time the situation is expected to return to normal. The BOI will try to resume the event as soon as possible as installation of booths is 60-70 percent complete.</p>
<p>However, Ms. Atchaka said foreign investors affected by floods had no plan to move their production bases but they demanded that the government map out a long-term concrete water management.</p>
<p>She added that manufacturers in the flood-hit industrial estates in Ayutthaya also wanted the government to help move their machines for repair to ease the losses. These manufacturers have been forced to halt their production by three to six months. Many affected manufacturers have reportedly asked unaffected ones to recruit their employees.</p>
<p>The BOI has also asked the Federation of Thai Industries and the Labor Ministry to take care of the affected employees for the time being.</p>

<p>In response to a severe ongoing inundation in Ayutthaya that has so far swamped 4 major industrial estates in the province causing a complete halt of operations, Ayutthaya governor Wittaya Piewphong revealed that he has instructed related units under the Ministry of Labor to urgently come up with a plan to help workers.</p>
<p>He said that all of the factories in these estates were expecting to shut down and more than 300,000 workers would be jobless. Therefore, an assistance plan focusing on an occupational training and a temporary employment in the labor market will be laid out.</p>
<p>The four industrial estates namely Rojana, Hi-Tech, Saha Rattana Nakorn and Bang Pa-In Industrial Estates, have completely been devastated by flood. They have a combined investment value of about 194 billion THB.</p>
